Minutes of the Lake Barcroft Association - Board of Directors (9/12/2012)

The meeting of the Lake Barcroft Association (LBA) was called to order at 7:30 p.m. by President Sally Determan at 6425 Lakeview Drive, Falls Church, Virginia.  Those present were LBA Directors Sally Determan, Warren Russell, Cindy Waters, Rick Aldrich, Diane Davidson, Shane Oleson, Pat Payne, Frank Phillippi, Diane Smalley, and Betsy Washington.  Board members not present were Jim Kilbourne and Eva Kosztarab.  Maintenance Co-Chair George Waters and lake resident Kevin Howe were also present.

The minutes of the September 12, 2012 meeting were approved as presented.

OLD BUSINESS

The agenda and the calendar were reviewed.

2013 BUDGET PREPARATION: Sally encouraged Committee chairs to review their budgets and submit their proposed budgets to Jim by October 20. She reminded all to anticipate capital items.

NOMINATING COMMITTEE UPDATE: Sally gave Warren’s report indicating that we have ten people who have agreed to run for election to the Board.  They are: Rick Aldrich, Deepak Bhattasali, Anne Cullather, Sally Determan, Robert Farrell, Eva Kosztarab, Lee Price, Liz Rawlings, Warren Russell and Diane Smalley.

BEACH 5 PAVILION UPDATE: Kevin Howe reported that the committee has been working to assess feasibility including costs, community interest and county requirements. The committee has met with Supervisor Penny Gross twice and county officials responsible for RPA issues twice. There has been no initial resistance although there are four steps that need to be checked off: exception to the RPA review; special permit for zoning (for which a fee is required); building permit; and site permit. A geo-technical survey will be necessary and the RPA review and special permit will require public hearings. The total cost, including $11,000-$19,000 payable to the county, would be approximately $75,000-$80,000.  Community input is still forthcoming and Kevin will make a presentation at the Civic Affairs Meeting.

NEW BUSINESS

CIVIC AFFAIRS MEETING: The proposed agenda was discussed.

WOOD PILES & BEAUTIFICATION ISSUES: Sally spoke about complaints received regarding wood piles and debris. Frank inquired about hiring a truck to remove smaller piles but it was agreed that this would send a wrong message.  Sally will consider drafting a letter to specific homeowners.

OTHER NEW BUSINESS: Sally asked Warren if he wanted to be put on the November agenda to discuss the possibility of adding the three lots currently not-included in the subdivision for Lake Barcroft. WID would possibly have an interest. Warren declined and said he would propose the discussion for a future meeting.

COMMITTEE REPORTS

LEGAL: Sally and Eva are working on the encroachment issue in Parcel A.

ENVIRONMENTAL QUALITY: Betsy said that most of the ordered trees have been planted. The program has received $1,300 in donations. She has had discussions with the Humane Society of the U.S. regarding beavers and potential other homeowners association programs.

WATER SAFETY: Pat is working on a new boat auction policy with WID. She is also working on a boat training policy in response to new state regulations.

SPECIAL EVENTS: No report.

SECURITY: Frank reported on an incident involving a community property trespasser who complained about a letter he received. Frank has spoken to the trespasser.

TREASURER: No report.

COMMUNICATIONS & PUBLICATIONS: Shane has contacted 5-6 companies about working on the website. He has already received one proposal; October 15 is the deadline. The next step is to review proposals.

ARCHITECTURAL REVIEW: Rick reported that he has expanded the committee. He hopes to publicize “who we are and what we do.” Efforts underway include: working on a newsletter article; updating rules; working with Chris on a certification letter; and working on an automated database. Sally suggested a conversation with Shane regarding IT requirements. He then reviewed several recent applications.

MAINTENANCE: George reported on a downed tree at the Beach 2 parking lot that needs to be addressed.  He mentioned other minor routine repairs.  Warren inquired about the Beach 5 electrical box and George reported that Dominion Power has indicated that the meter and electric box can be grandfathered in.

MEMBERSHIP: Cindy reported four transfers received in August and that 13 lots have outstanding fees.
