LBA President's Report...Accomplishments, Task Force and Motions

For those of you who were unable to attend the meeting, let me highlight some of the Association's accomplishments over the past year. I would also like to announce forming a joint WID/LBA Task Force for the Community Future and I've included the motions from the regular February Board meeting.
Accomplishments
Innovative Concepts. At the suggestion of Ralph Smalley LBA established two Innovative Concepts Committees. One, being led by Mike Spivey will investigate the feasibility of building a community center. The other, being led by Steve Yafee, will foster new programs in the community that will support independent living of senior citizens, enhance educational and recreational opportunities for our youth, and promote fitness for all community members.
Reserve Guidelines. Under the guidance of Karen Wehner, our Treasurer, LBA established guidelines for the use of our reserve funds. The existing reserve fund has been split into three components: Asset Replacement Account, Operating Reserve Account, and Capital Improvements Account.
Ernie Rauth. With a concerted effort is still underway we have signed up numerous volunteers to replace Ernie Rauth. We split Ernie's job in four pieces and have recruited someone to take over each piece.
. ARC - Under Chairman Garrett Green three volunteers will serve on the new Architectural Review Committee. The group has experienced some growing pains, but I hope we can iron out any remaining issues this year.
. Landscape - Dorothy Schmidt has volunteered as the community landscape designer. She has put a lot of work into picking up where Ernie left off.
. Maintenance - Mike Niebling has taken the considerable job of coordinating community maintenance. He has committed a serious amount of his time to this, so please let him know how much you appreciate his efforts when you see him.
. Keeping an eye on the community - We have created the job of area captain. Floyd Robinson has taken the position of area captain's captain and is recruiting people to fill a number of positions. If you would like to help out, please give him a call.
Publications. Frank Aukofer and the Publications Comittee have taken the newsletter digital -- all editing and layout will be done in-house and sent digitally to our printer. Frank recruited a team of 20 led by Editor Carol Donlan.
New Resident Coffees. Sue Nixson and Karen Wehner started welcome-to-the-community coffees for new residents. This is an informal way to meet new residents and tell them about all the things that living in Lake Barcroft bring.
Community Security. Pete Walker is reconstituting Neighborhood Watch, which needs more volunteers to patrol the neighborhoods and the Lake itself. Please contact him if you would like to be an area manager or a patroller on land or water.
Parcel A. After six years the Parcel A matter has finally closed. George Waters has been the point man for the entire duration. His ability to bring people of diverging opinions together was key to the eventual success. When you see him, please thank him for his patience and stamina.
Task Force for the Community Future
Dave Alne and I have agreed to establish a task force with the charter to "review operation, management, organizational structure, and areas of respective jurisdiction of the Lake Barcroft Association and the Lake Barcroft Watershed Improvement District to identify areas where process and organizational improvements can be made and/or cost savings can be realized."
David and I together have selected the task force members who have already held their first meeting. We chose these individuals because they are smart, accomplished people with a large measure of personal integrity. They are: Chairman Charles DeSeve, Diane Davidson, Tony Bracken, Pat DiVito, Bruce Powers and Sam Rothman. I am very confident that they are going to find ways for our two organizations better serve the community.
Board Motions
The following is a list of the motions that were presented at the regular Board meeting on February 12th. All were approved.
. LBA will purchase two shipping containers to be used for storage of LBA property at the WID compound. Each will cost $1,200, which will be funded from the capital improvement account.
. The President will create a committee to consider the types of insurance used by LBA contractors, in particular coverage for general liability and Workmen's Compensation. [This committee will also be reviewing all of our policies. We could use someone with experience in the insurance business to guide us through this. Please call me if you would like to help.]
. Chris Lawson was appointed to Assistant Secretary of the Lake Barcroft Association. In that capacity she will serve as the registered agent for the corporation.
