Lake Barcroft Common Properties Rules

The common properties of Lake Barcroft are owned by Barcroft Beach, Inc. which in turn is owned and managed by Lake Barcroft Association, Inc. (LBA), an incorporated membership association of the property-owners in this community. The "common properties" include the lake itself, the dam, the five beaches, their parking, picnic, park and maintenance areas, the island, and the bridge and garden areas at the Tripps Run and Holmes Run inlets. Supervision and maintenance of our common properties is the responsibility of LBA. The dam area and the silt basins at Beaches 3 and 5 are maintained by the Watershed Improvement District (WID) by arrangement with LBA.
The common properties are operated for the sole use of Lake Barcroft property-owners or their tenants who have paid the required annual fees, and for their families and guests. The following rules are intended to make the common properties safe and pleasant for recreational use, to safeguard the rights and privileges of Lake Barcroft property-owners and to protect the property of LBA. Use of the common properties is always at the user's own risk.

ACCESS TO COMMON PROPERTY AREAS
* Property-owners who have paid the required annual fees are issued personal Lake Barcroft tags identified by Lot Number. The tags identify residents who may use the common property areas. Residents include tenants who have arranged with the property-owner for use of tags.
* Residents may host not more than eight guests (four per adult resident) in common property areas. Unaccompanied guests are not permitted these privileges except for residents' house guests who have been identified to lifeguards for beach access. Permission for larger groups and group picnics in any of the common properties must be obtained in advance from LBA's office.
* A resident who has not paid the required annual fees may not be the guest in the common properties of a resident who has.
* Residents are responsible for the conduct of their dependents and guests in the common properties and for instructing them in these rules.
* Loud, boisterous or otherwise disorderly conduct is forbidden in the common properties and may subject offenders to prosecution.
* Non-residents on common property not accompanied by a resident are trespassing and may be prosecuted under the law. Police patrols and lifeguards may ask any persons on the common property for proof of residence, such as a tag or other ID.
* Feeding of geese, ducks or other wildlife anywhere on the common properties is forbidden. During the swimming season, fences are erected/removed at the beaches by the lifeguards to keep geese and ducks from fouling the beaches. Residents must not remove these fences.
* Glass containers and alcoholic beverages are not permitted in the beach and park areas. Picnicking is restricted to the designated areas adjacent to the beaches and in the park areas. Refuse must be deposited in the containers provided or removed as required by the Beach Party-Specific Rules.
* Except for seeing-eye dogs, pets are not permitted on the beaches at any time, and lifeguards are authorized to expel persons who bring dogs, cats or other animals to the beaches. Lifeguards may have County officials take custody of animals roaming the beaches.

When the Lake Is Frozen
* Persons using frozen portions of the Lake for any purpose do so at their own risk.

RESPONSIBILITY AND AUTHORITY
* Exceptions to the above rules for specific occasions may be authorized by the Board of Directors of LBA.
* Responsibility for enforcement of these rules rests with the officials of LBA. Their authority includes the right to limit or deny use of the common properties, to eject unauthorized persons or those violating Common Properties Rules and to request assistance from County law enforcement officials. LBA may take legal action against trespassers, persons destroying or defacing corporate property, and persons engaged in any other unlawful activity in the common properties.

 

BEACH PARTY-SPECIFIC RULES
Parties may be held at Lake Barcroft beaches under the following conditions:
11. Party reservations must be made by either the lot owner or the resident and must have their yearly fees paid to date. Reservations must be in writing, and must be received by the Lake Manager at least two weeks in advance of the requested date. Requests should be forwarded to LBA, P.O. Box 1085, Falls Church, VA 22041 and must include the following information:
a. Name, address, lot number and telephone number of party host.
b. Date requested for the party.
c. Starting and ending times of the party.
d. Number of people attending.
e. Activities planned (e.g., swimming, volleyball).
f. Type of gathering (e.g., school, church, children's neighborhood).
12. Beach 5 (Waterway Drive) will be the usual site for parties. Beach 2 may be used for parties on occasion.
13. Parking for Beach 5 is limited to the lake side of Waterway and to adjacent side streets, or in the parking area inside the gate by prior arrangement with the Lake Manager.
14. If swimming is planned, at least 1 lifeguard is required. For groups with over 20 swimmers, an additional lifeguard is required for every 20 swimmers, e.g., 20 swimmers or less: 1 lifeguard; 21-40 swimmers: 2 lifeguards; 41-60 swimmers: 3 lifeguards, and so on. Lifeguards must be qualified and certified, as well as approved by the Lake Barcroft Water Safety Supervisor. The party host must pay the lifeguard fee, which is due on the day of the party. Arrangements can be made by calling the Lake Manager.
15. For parties attended by 50 or more persons, a portable toilet must be provided on site for the duration of the function. Arrangements for delivery and pick-up of the toilet are the responsibility of the host. LBA is not responsible, nor will it be liable for any damages that occur to the portable toilet.
16. Hosts anticipating 100 or more guests must employ an off-duty police officer for crowd and traffic control. Arrangements can be made by calling the Lake Manager.
17. A security deposit of $100 in the form of a check made payable to "Lake Barcroft Association" is required for parties attended by up to 100 persons. A security deposit of $250 is required for parties attended by 100 or more persons. This deposit will be refunded after LBA verifies that the party site has been left in a clean and satisfactory condition.
18. All parties must be conducted in compliance with the Fairfax County Noise Ordinance.
19. No alcoholic beverages of any kind are permitted at any event at which there is swimming.
10. Parties may not be held outside normal beach hours without prior LBA Board approval.
10 Beaches may not be reserved for money-making or fund-raising activities.
12. Grills must be cleaned and ashes removed from the beach area.
13. Removal of trash rests with the host and must be removed from the beach area and taken by the host for disposal. THIS IS A REQUIREMENT THAT MUST BE FOLLOWED.
