Thurgood Marshall Fund

The Thurgood Marshall Fund was established to honor one of Lake Barcroft's most distinguished residents, U.S. Supreme Court Justice Thurgood Marshall.

Who is eligible to apply for a Thurgood Marshall Fund Scholarship?

Scholarships are awarded each year to graduating seniors at J.E.B. Stuart High School who excel in and outside of the classroom.  Individual scholarship awards range from $3,000.00 to $6,000.00 with two to five Scholars awarded annually.  Awards are paid directly to the university or college when the student enrolls.

Your contribution is Tax Deductible.

The Thurgood Marshall Fund scholarship program is a Section 501(c)(3) organization in the Lake Barcroft Foundation. Contributions are tax deductible.

The Rusticway Chamber Music Series Fundraiser Plays to a Packed House

On April 17th, the Rusticway Chamber Music Series held its annual fund-raising concert for the Thurgood Marshall Fund. This year, students from Peabody Conservatory of Music performed to a full house. Mrs. Marshall was among the Lake Barcroft attendees; Ralph Smalley, who established the Thurgood Marshall Fund, gave a short presentation.

The Rusticway Chamber Music Series, features local artists performing in the home of Kristin Gilbert and Marion Baker. At the end of each season, all contributions from the fund-raising concert, along with any net proceeds from other concerts in the series, are donated to the Thurgood Marshall Fund. Congratulations on another successful event!

TMF Launches Initiative to Better Inform Students

In 2010, we began including a TMF flyer in Senior packets at J.E.B. Stuart High School to improve applications and participation.  

Over the last ten years, the Thurgood Marshall Fund has received only five to fifteen scholarship applications per year.  In a review of the information about the TMF available to seniors, it was determined that the scholarship needed to launch an annual campaign to better inform students. 


In the flyer, we explain the  selection criteria to give students a better idea about their qualifications when deciding whether to submit an application to the Thurgood Marshall Fund.    

The selection criteria are:

  1. Possess a record of academic excellence.
  2. Submit favorable teacher/faculty recommendations. 
  3. Possess a record of participation in an extra-curricular activities involving public service. 
  4. Demonstrate financial need.
  5. Submit a 250 word essay on Justice Marshall.

In 2011, we are revising the directions for the required essay to better explain that the purpose of the essay is to remember the life of Justice Marshall and celebrate the impact that his work has had on our society.

As with all initiatives, the Thurgood Marshall Fund will continually evaluate and refine its outreach to Seniors at J.E.B. Stuart High School.

In a continuing effort to provide accurate and timely information about the Fund  to students and the Lake Barcroft Community, the Thurgood Marshall Fund is on Facebook. 

After winning a difficult case against the University Of Maryland, Thurgood Marshall declared, "We're in the education business."  In celebrating the work of Justice Marshall, we invite you to join us and share your story of overcoming adversity, the benefits of hard work and the importance of earning a college education.   

As a member of the community, share with students what  earning a college education has meant to your life.  If you are an alumni, let us know how you are doing and provide advice to graduating high school seniors.  And, if you are a student, let us know if you have questions about applying for a TMF Scholarship.  Post your favorite photos of events and people that inspire you or tell us about a teacher that moved you to greater achievement.
